Tooradin Jetty Certification

Sureside provided services to Parks Victoria for the certification of construction of a renewed tooradin jetty, tooradin, victoria.

the project featured some substantial changes from the original design that arose due conditions on site that were not anticipated by the design. the project manager had managed these changes in consultation with the contractor. sureside attended site shortly prior to construction completion and documented its observations of the structure against a set of drawings provided by the project manager.

one of the principal tasks of certification is to identify instances where construction varies from the design. the certifier, may or may not be the designer of the works. regardless, the certification shall identify changes and seek confirmation of these changes from the designer, so as to track the variance and thus have assurance that the changes comply with the design intent.

this situation may give rise to the certifier either undertaking its own design check of the variance to ensure it meets design intent or making its own assessment as to its assessment ‘by inspection’ as to whether the variance meets the design intent.

with the contractor being experienced in maritime construction, they had made amendments between design and construction. these had largely been in accordance with good practice and was a testament to the benefits of using an experienced and concientious contractor. sureside made documented observations and assistance to parks victoria to understand additional data that would be required to close out each item as technically sound,

our observations included attributes on site that were either not in accordance with the drawing set or may not be consistent with the design intent (noting that sometimes the design may not be clear on intent). these observations would be referenced in the certification, which essentially becomes a list of technical matters to be closed out between the project manager and contractor, with sureside providing ongoing guidance as to appropriate measures required to close out any gaps. Once technical matters are closed out, certification was reissued with an updated list of items to be addressed.

it’s at this point that a client would make its assessment as to items that are accepted and those to be actioned by the contractor.
