kellogg, brown & root was engaged by city of port phillip (‘copp’) to undertake a condition assessment for beacon cove promenade. The City of Port Phillip has Committee of Management responsibility over a socially important and popular section of foreshore in Melbourne. KBR undertook a visual condition assessment of the foreshore assets, which include revetments, sea steps, wave deflector walls, suspended decks and boat landings. Matthew killian supervised visual condition assessment, chloride ingress investigations, risk assessment, and life-cycle costing and the preparation of
recommendations.
deterioration included local failure of seabees armoring, cracking was observable in the concrete structure and voids were visible in some piles.
pile deterioration was attributable to a defect at the time of construction. due to a tight piling requirement, the piles had been locally shaved. in some instances, the entire protective component of the pile had been removed. unfortunately, the location on the piles where protective sapwood had been removed were low enough that marine borer could establish. deterioration from borers extended to a significant depth into the revetment.
cracking in the promenade structure was highly unusual with cracking being wide but rust staining not being particularly prolific.
failure of seabees was associated with a poor termination detail, which left the protection system vulnerable.
kbr later provided design services for rehabilitation of these assets.
